Eliminate Link to add Financial Institution in Payroll, but direct us to Financials.

It is really confusing when you have a new employee who needs direct deposit to an institution that doesn't exist in the financial institutions list. My notes from 2018 tell me I need to add the financial institution in settings (in Payroll) before even beginning to create a new employee. But the link there no longer works - it would be nice if the link was removed and that there were instructions to direct us to add all financial institutions in Financials, then you can add it directly to the employee file.
