Open Account/Exchange/ Move Center when Billing Run is open

It would be nice to be able to have the ability to get to any of the centers ie exchange, move, account, ect, when the Billing Run is open and you are working on the billing run, so you don't have to open and close the billing run when you are needing to research why something is happening with an account.
