Under Washington State Tax Edit Option

From Payroll -> Data Center -> Employee -> Double click on any employee -> Components Tab -> Income Tax Tab Under State Income Tax Setting please add in drop down selection a blank option so it does not require you to pick Washington, Idaho or Oregon also under filing Status: add a blank option so it does not required you to choose Married, Single, or Head of Household.
